One Day Training Workshop for Program Team (PT) Members on “Self-Assessment Report (SAR) Writing”
Department of Quality Assurance (DQA) organized a one-day training workshop on “Self-Assessment Report (SAR) Writing” for Program Team Members of different academic departments on September 29, 2021. Ms. Fareena Iqbal, Ex-Director QEC, Pakistan Institute of Development Studies (PIDE) was the resource person. She highlighted the concept of self-assessment, its importance in enhancing learning outcomes, and the development of academic institutes. She elaborated on the process & objectives of self-assessment and the role of Program and Assessment Teams. Furthermore, she explained in detail the criteria and standards of the HEC Self-Assessment Manual required to complete the SAR. The participants took a keen interest in the workshop and asked various relevant questions regarding the role of self-assessment exercise in improving curriculum, modernization of the academic programs, student services, achieving learning objectives, and faculty well-being. The Rector FUI, Maj Gen (R) Nasir Dilawar Shah in his closing remarks appreciated the effort of DQA for the arrangement of the training workshop and expressed to continuously extend full support to improve the quality of education and research at Foundation University Islamabad.
Self-Institutional Performance Evaluation (IPE)
Foundation University conducted Self-Institutional Performance Evaluation (IPE) on March 29-31, 2021. The IPE panel comprised of one external reviewer i.e Dr. Farrukh Idrees, Director QEC, Rawalpindi Medical University and five internal reviewers including Prof. Dr. Fazal Rahim, Dean, Faculty of Social Sciences, Brig. (R) Dr. Muzammil Hassan Najmi, Associate Dean Basic Sciences, FUMC, Prof. Dr. Muhammad Shaheen, Dean, Faculty of Engineering and IT, Prof. Dr. Furqan Ahmad Siddiqi, Principal FUIRS, Dr. Sidra Aamer, A/Associate Dean Basic Sciences, FUCD.
The self-review process was facilitated by the Department of Quality Assurance in coordination with all the academic and administrative departments of FUI.
The objective of the IPE is to evaluate the performance effectiveness of the university based on 11 Quality Standards defined in IPE Manual of HEC. The standards outline major areas that higher education institutions need to focus on in order to secure recognition for its good governance and imparting quality education to students.
The review process commenced with a brief introduction of the Self-IPE processes and a presentation on the Compliance Report of IPE 2017-18 by Engr. Umair Naseer, Manager Academic Assessment, QA. Afterwards, the University Portfolio Report (UPR) along with evidences of responses to questions listed under the 11 Quality Standards was thoroughly reviewed by the IPE panel.
The second day of the IPE was dedicated for meetings with the academic and administrative heads of departments and faculty to examine the quality of processes at the University. The panel also toured the campus and visited the library, classrooms and laboratories to observe the facilities available on campus. The panel appreciated the efforts of Foundation University in maintaining and enhancing the culture of quality. In the exit meeting with Rector FUI, the Self-IPE panel members shared their recommendations for further improvements in the governance, infrastructure, teaching & learning process of the University.
The third day of the IPE was utilized for preparation and completion of the reports by the panel members and they shared their recommendations with DQA for preparation of compliance report.
Self-Review of MS and Phd Programs of Foundation University Islamabad
Department of Quality Assurance at Foundation University Islamabad successfully conducted Self-Review of MS and PhD Programs on February 23rd, 2021 at FURC. The Review Panel consisted of Prof. Dr. Shaheena Ayub Bhatti, Director Women Research & Resource Center, Fatima Jinnah Women University, Prof. Dr. Khurram Shahzad, Associate Dean / HOD FMS, Riphah International University, Prof. Dr. Zafar Iqbal, Professor, International Islamic University, Dr. Uzma Masroor, Chair Department - Associate Professor, Air University and Dr. Ayyaz Hussain, Associate Professor, Quaid-i-Azam University. The Panel reviewed the Program files / Student files and Faculty files prepared as per HEC guidelines and also interacted with MS & PhD Faculty and Scholars. In the exit meeting, the review panel communicated their recommendations to Director QA, Deans and Department Heads for further improvement. At the end, the Director FURC thanked and appreciated the panel’s efforts in helping the University towards quality improvement.
SAR Review of BS, MS & Ph.D English Program
The External Assessment of MS and PhD English Programs was successfully conducted by Prof. Dr. Shaheena Ayub Bhatti, Director Women Research & Resource Center, Fatima Jinnah Women University (FJWU) Rawalpindi and External Assessment of BS English Program was conducted by Dr. Akhtar Aziz, Assistant Professor, International Islamic University (IIUI) Islamabad, under the arrangements of Department of Quality Assurance (DQA), FUI on January 19, 2021 at FURC. Subject Experts thoroughly reviewed the SARs of the said programs on 8 criterion and 31 standards as prescribed by HEC. The SARs were prepared by the Program Team of the Department of English and Subject Experts appreciated the Program Team for preparing the comprehensive SARs. At the end of assessment both Subject Experts shared their recommendations for further improvement of the program in the exit meeting with Pro Rector FURC.
SAR Review of MS & Ph.D Management Sciences Program
The External Assessment of MS and PhD Management Sciences Programs was successfully conducted by Prof. Dr. Hafiz Mushtaq Ahmad, Bahria University Islamabad under the arrangements of Department of Quality Assurance (DQA), FUI on December 23, 2020 at FURC. He thoroughly reviewed the SARs of the said programs on 8 criterion and 31 standards as prescribed by HEC. The SARs were prepared by the Program Team of the Department of Business Administration and Dr Hafiz Mushtaq Ahmed appreciated the team for preparing the comprehensive SARs. At the end of assessment he shared his recommendations for further improvement of the program in the exit meeting with Pro Rector FURC.
Training Session on Outcome Based Education (OBE)
Department of Quality Assurance (DQA) arranged one day training session on Outcome Based Education (OBE) for the Faculty of Foundation University of Rehabilitation Sciences (FUIRS) on Feb 8, 2020. Dr. Nabeel Ali Khan, Associate Professor, Department of Electrical Engineering, FUI was the Resource Person. Dr. Nabeel Ali Khan has implemented OBE model in BS Electrical Engineering (BSEE) Program in the department of Electrical Engineering at FUI.
The aim of training session was to deliver the knowledge, techniques and mechanism for developing Program Learning Outcomes (PLOs) and Course Learning Outcomes (CLOs) for Doctor of Physical Therapy (DPT) curriculum. This training session also provided a helping hand to FUIRS to obtain membership of World Confederation of Physical Therapy (WCPT).
SAR Review of MS & Ph.D Computer Science Program
The External Assessment of MS and Ph.D Computer Science Programs of Foundation University Islamabad was carried out by Prof. Dr. Faisal Shafait, Associate Professor, National University of Science and Technology (NUST), Islamabad along with Assessment Team under arrangements of Department of Quality Assurance on December 31, 2019 at FURC. The Self-Assessment Report was prepared by Mr. Umar Mahmud, Assistant Professor, Department of Software Engineering with the help of colleagues under the guidance of QA.
The Assessment Team reviewed the SARs based on 8 criterions and 31 standards defined in QA manual of HEC, interacted with MS and Ph.D Faculty and Scholars and visited the research and academic facilities in the Department. At the end of assessment, the External Expert highlighted the strengths of the program including highly qualified faculty members, resources including laboratories and library, conducive environment for learning in the department. He also shared for improvement of MS & Ph.D program and emphasized on strong marketing strategy to improve intake in both the program
Participation of FUI Students in Summer Camp at University of Hasselt
A group of 10 students accompanying by two faculty members from Foundation University Institute of Rehabilitation Sciences, Islamabad attended summer camp at University of Hasselt (UHasselt), Belgium from 4th -14th September, 2019. The summer camp turned out to be very fruitful for students and faculty of FUIRS, the students learnt about European Education System, Advancements and emerging trends of research in field of Rehab Sciences. External Assessment for Program of Arts and Media Sciences Department
The external assessment for SAR of BS and MS Program of Arts and Media Department of Foundation University Islamabad was conducted by Prof. Dr. Zafar Iqbal, Chairman, Department of Media Sciences from International Islamic University (IIUI) under arrangements of Quality Enhancement Cell on July 31, 2019 at FURC. The Program were assessed on 8 criterions and 31 standards as defined in QA Manual of HEC. The Self- Assessment Report was prepared by Ms. Hayyam Qayyum and Ms. Dura-e-Shewar under the guidance of QEC.
At the end of assessment, the External Expert visited Computer Lab, Art Gallery, FM Radio and Art Studio of FURC. The external assessment was conducted by Prof. Dr. Zafar Iqbal and he shared his findings for improvements in the program and suggested to conduct more training programs for faculty members & establish collaboration with other Media Houses for student's internships. Prof. Dr. Fazal-ur- Rehman, HOD Arts & Media proposed his plan of Action for future improvements of both the Academic and Research Programs in light of recommendation given by External Expert.
Self-Review of MS and Phd Programs at Foundation University Rawalpindi Campus
Department of Quality Assurance at Foundation University Islamabad has successfully conducted Self Review of MS and PhD Programs on June 28 th , 2019 at FURC. The Review Panel consisted of five External Subject Experts from well reputed Universities. The Panel reviewed the available data/ documents prepared as per HEC guidelines, interacted with MS & PhD Faculty and Scholars visited the Research and Academic facilities at the campus. At the end, the review panel communicated their recommendations to Pro Rector during exit meeting for further improvement. Pro Rector thanked and appreciated the panel’s efforts in helping the University towards quality improvement.
QA in Higher Education University Ranking
Quality Enhancement Cell at FUI organized a one day seminar on “Quality Assurance in Higher Education & University Ranking” on April 18, 2019 at FURC. Dr. Riaz Ahmed, Director Quality Assurance at NUST, was the Guest Speaker of the seminar. The seminar was attended by more than 20 QEC Officials from 11 universities located in Rawalpindi and Islamabad as well as 50 Faculty Members of FUI. The Guest Speaker emphasized on the need and mechanism of quality assurance university ranking and the role of Quality Enhancement Cells. He also highlighted the challenges faced during the implementation of Quality Assurance process. Certificates were distributed among all participants of the seminar.
2nd International Conference on Quality Assurance in Higher Education
University of Education Lahore hosted the 2 nd International Conference on Quality Assurance in Higher Education & Annual General Meeting in collaboration with HEC and Khyber Medical University Peshawar. Universities from all over Pakistan participated in the Conference. QEC Team of FUI attended the three days Conference from April 23-25, 2019 and gained a good learning experience. Besides national speakers, keynote speakers Dr. Donald Staub and Dr. Selva Staub from Bandirma Onyedi Eylul University Turkey, Ms. Kethamonie Naidoo Director Accreditation Council on Higher Education (CHE) from South Africa, Ms. Bahar Gün from Izmir University of Economics Turkey, Mr. Bassam Al Hamad from University of Bahrain and Dr. Khalid Azim Khan from Umm Al-Qura University, Saudi Arabia presented their work.
The panel discussions were conducted on various themes of Quality Assurance. The Vice Chancellor of UoE Prof. Dr. Rauf-i-Azam while sharing his concluding remarks said that this platform has provided opportunity to share knowledge, exchange experiences about best quality assurance practices.
Participation in Progress Review Meeting & Training of QECs organized by HEC
Mr. Umair Naseer, Assistant Director QEC attended Progress Review Meeting and Training of QECs on April 15-16, 2019 arranged by Higher Education Commission of Pakistan at Grand Ambassador Hotel Islamabad. The first day session includes presentations on Progress of QECs in the universities regarding different parameters and instruction given by HEC. The presentation on behalf of QEC FUI is given by Assistant Director QEC. The second day of activity includes revised template of Yearly Progress Report (YPR) and Institutional Performance Evaluation (IPE) along with database of DAI. The training is basically planned to guide the DAIs regarding preparation of YPR as required database and acceptable evidences against each parameter of revised criteria.
SAR Review of Doctor of Physical Therapy Program
The external assessment of Doctor of Physical Therapy Program of FUI was carried out by Dr Arshad Nawaz Malik, Associate Professor Shifa Tameer-e-Millat University under arrangement of QEC on April 22, 2019 at FUIRS. Dr. Arshad Nawaz Malik thoroughly reviewed the program on 8 criterion and 31 standards including Mission, Vision of Program, its Curriculum, Faculty, Students, Resources, Labs and Library etc. The Self-Assessment Report of the DPT program was prepared by Dr Madiha Ashfaq and Dr Furqan Hassan under the guidance of QEC FUI. Dr Arshad appreciated the well- furnished Department of FUIRS with adequate infrastructure and facilities. He also added that the faculty is very professional and highly skilled. Moreover, students are satisfied with the facilities at FUIRS.
At the end of assessment, Dr. Arshad shared his findings and Dr. Furqan Ahmed Siddiqui shared the corrective measures for improvement of the program.

The external assessment of MS and Ph.D Psychology Programs of Foundation University Islamabad was carried out by Dr. Irum Naqvi, National Institute of Psychology, Quaid-e-Azam University Islamabad under arrangements of Quality Enhancement Cell on April 17, 2019 at FURC. The programs were assessed on 8 criterions and 31 standards defined in QA Manual of HEC. The Self-Assessment Report was prepared by Ms. Hafsa Khalil Toor with the help of colleagues under the guidance of QEC. At the end of assessment, the external highlighted the strengths of the program including highly qualified Faculty Members, resources including laboratories and library, conducive environment for learning in the department. The external also shared the findings for improvements in the programs and afterwards Brig. Dr. Tanvir Ahmad, HOD Psychology proposed his Plan of Action for future improvements of both the Academic and Research Programs.
Foundation University Islamabad (FUI) has signed MOU with National University of Medical Sciences (NUMS)
Foundation University Islamabad (FUI) has signed MOU with National University of Medical Sciences (NUMS) on Thursday March 07, 2019. The MOU was signed by Maj. Gen. Changez Dil Khan (Retd) HI(M), Rector FUI and Lt. Gen. Syed Muhammad Imran Majeed HI(M), Vice Chancellor NUMS, the Principals, Deans and Directors of both Universities were also present in signing ceremony. The MOU is a great milestone for FUI and will benefit its Students and Faculty in the area of Research, Medical Education, Advanced Clinical Practices, House Job opportunities and will support to enhance Knowledge and Experience of Faculty.
Training on Outcome Based Education (OBE), Academic Quality Assurance and Metacognition, FUI
Quality Enhancement Cell FUI arranged a training for faculty and students on October 15, 2018. The focus of the training was on Outcome Based Education (OBE), Academic Quality Assurance and Metacognition. Prof. Dr. Kamran Moosa, Principal Consultant and CEO of Pakistan Institute of Quality Control (PIQC) was the Resource Person. The training provided a valuable insight to the participants regarding OBE and its role in academic teaching quality.

Participation of FUI Students in Summer Camp at University of Bedfordshire, UK
A group of 42 students accompanying two faculty members from Foundation University Islamabad attended summer camp at University of Bedfordshire, UK from 9-16 September, 2018. There, they learnt about education system of UK and explored new higher educational avenues for their future studies. The students also received completion certificates at the end of summer camp.

1st International Conference on Quality Assurance in Higher Education, Khyber Medical University Peshawar
QEC team has attended the 1st International Conference on Quality Assurance in Higher Education organized by Khyber Medical University in Peshawar on December 18-19, 2017. The Conference focused on the Impact of Quality enhancement practices and competition at International level for seeking standardization of qualification framework and employment. The participants were enlightened with good QA practices in imparting knowledge, skills and Research at HEIs.

Mr. Umair Naseer, Assistant Director QEC have participated in National Level Seminar on "Quality Assurance Practices in HEI's" organized by Directorate of Quality Assurance & Enhancement, University of Wah on May 08, 2017. The event was very useful with regard to the development and ranking of QEC in the university.
02 DAY ACTIVITY OF HEADS OF QEC ON 4-5 MAY, 2017
Mr. Umair Naseer, Assistant Director QEC have participated in “02 Day Activity of HEADs of QEC” organized by HEC on May 04-05, 2017. On first day, Mr. Umair Naseer has briefed the participants regarding current standing of QEC in Foundation University Islamabad, permanent staff of QEC, membership of statutory bodies and available resources at FUI. During second day, training on pre-visit preparation of Institution Performance Evaluation and MS/MPhil/Ph.D. programs is provided to the participants.
Program Teams Training:
Quality Enhancement Cell FUI organized training for program teams and QA coordinators of FUI on September 26, 2017 at Conference Room, FURC. Ms Fareena Iqbal, Director QEC at Pakistan Institute of Development Economics (PIDE) was invited to provide training on Self-Assessment Report writing. After successful completion of the training certificate of participation were distributed among all the participants.

In-Charge QEC and Assistant Director QEC have participated in “Training of QEC Officials on HEC’s Ranking Software” on December 09, 2016 organized by HEC. HEC has introduced new software for automation of data regarding rankings of the universities in Pakistan.
